About the use of the system

In what cases are the registered e-mail address and phone number used?

The information will be used to notify the applicant of receipt, to communicate necessary procedures related to the application, such as communication of requests to revise the application details, etc.

E-mails are sent from “information@dips.mlit.go.jp”, so configure the settings to enable reception of emails from this e-mail address.

Who should I contact for inquiries?

The UAs help desk accepts inquiries by phone.

Is an operation manual of the DIPS2.0 available?

The screen changed while I was doing other work. Does it mean it is unavailable?

If you do not make any operation for a certain time, you will be logged out automatically from the DIPS2.0. Log in again and make an operation.

How long does entry take?

The time required for entering information will vary depending on the procedures related to the inspection, the preparation of the information required for the application items, and the applicant's level of proficiency in operating a computer. If you are a regular computer user and have all the necessary information, the estimated time required to complete the process for a new UAS certification is about 20 minutes.

Can I automatically log in to the DIPS2.0 with my Individual Number Card?

Automatic login is not available. The ID issued and the password you set when opening your account are required.

Application procedure for UAS Certification

Application procedure

Is a seal required?

Not required.

Can multiple UAS certificate be issued?

One UAS certificate is issued for one aircraft. Therefore, multiple UAS certificates cannot be issued for a single aircraft.

What items (information) are required to issue UAS Certification? (What information do I need to register?)

Identity verification documents, UA information, applicant information, etc., are required. The items (information) required for each procedure are listed in the operation manual. Please refer to the operation manual.

Can I apply for UAS Certification for different types of UAS at the same time?

If you apply for multiple UAS Certification at the same time, you can only apply for UAS of the same type.

If you wish to apply for UA of different models, you will need to submit separate applications.

Can I confirm the application status?

You can confirm the application status. For the confirmation procedure, see the operation manual.

Can I correct/drop the application contents?

You cannot directly correct the contents in the middle of an application, but you can cancel/drop an application, correct the application contents, and reapply. For the procedures to cancel/drop an application, see the operation manual and to reapply, see the operation manual.

Can I perform the procedures on behalf of the applicant?

Application for UAS Certification can be entrusted to an agent. For information on procedures in this case, please refer to the operation manual.

I have not received any e-mail.

Depending on the settings of your carrier, etc., you may not receive e-mails from the DIPS2.0. Check the e-mail settings of your carrier, etc. and change the settings to allow reception of e-mails from “information@dips.mlit.go.jp”.

I want to correct my application.

If the application status is "Waiting for procedure contents confirmation," "Currently processing corrections," or "Currently paying fees," you can withdraw the application and correct the application contents.

If you withdraw the application, the application status will be changed to "Procedures cancelled."

If the application status is "Waiting for procedures," "Currently paying registration and license tax," "Waiting for mailing procedures," "Procedures completed," or "Cancelled," the application cannot be withdrawn. In that case, please contact us using the contact details below.

Can I apply for UAS Certification if I am a minor?

You can register if you are able to complete the necessary procedures for application. However, please obtain consent from your parent or guardian before registering.

Can I view and use the DIPS2.0 in English?

It is possible. Please click the "English" button in the upper right corner of the DIPS2.0 home page to switch the language, and then proceed to the application for UAS Certification.

Can I use the DIPS2.0 outside Japan?

It is available. If you wish to browse and use the website in English, please click the "English" button in the upper right corner of the DIPS 2.0 home page screen to switch languages before proceeding to the application for UAS Certification.

I am a foreigner in Japan. Is the DIPS2.0 available for foreigners?

It is available. If you wish to browse and use the website in English, please click the "English" button in the upper right corner of the DIPS 2.0 home page screen to switch languages before proceeding to the application for UAS Certification.

I want to change the Contact Information on the UAS certificate.

You can change it by submitting an application for attribute change. Please refer to the operation manual for the procedure.

My UAS certificate is about to expire and I want to renew it.

You can renew your UAS Certification by submitting an application for renewal. Please refer to the operation manual for the procedure.

I want to delete the UAS Certification information.

You can delete the information by submitting an application for cancellation. Please refer to the operation manual for the procedure.

I want to cancel my request to the Proxy to whom I had entrusted my application for UAS Certification.

You can cancel the request from the "Request/Termination of proxy" menu. Please refer to the operation manual for the procedure.

Verify the identity

How do I get a gBizID Prime account?

Please refer to the Digital Agency website for information on how to obtain gBizID Prime.

How do I set up a gBizID Member account?

Please refer to the Digital Agency website for information on how to set up a gBizID Member account.

I have a gBizID Entry account. Can I use it?

To use a gBizID account, you need to obtain a gBizID Prime account. Please refer to the Digital Agency website for information on how to obtain a Prime account.

Who will bear the postage costs if the identity verification documents are mailed in writing?

Postage costs will be borne by the applicant.

If I am submitting my identification documents in writing, can I send them by courier?

Please consult with the courier.

What can I use as personal ID?

You can use your My Number card, driver's license, etc. Please click here for details.

I do not have a My Number Card. Can I still use the system?

You can use the system by submitting other identity verification documents. Please refer here for details.

Can I register even if I do not have the listed identification documents?

No, you cannot register.

What kind of documents are identification documents?

For identity verification using facial recognition of driver's license or passport, you can use your driver's license or passport. For identity verification by mail, you can use a copy of your resident card, My Number Card, driver's license, insurance card, etc. Please refer here for details.

If I use a passport to verify my identity, what kind of document do I use to verify my address?

Please use identity verification documents that include your address; for example, a copy of your resident card or health insurance card, international driver's license, etc. Please refer here for details.

Can I use an expired or returned driver's license to verify identity?

The driver's license must be within the valid period as issued by the Public Safety Commission.

Can I use a My Number Card without an electronic certificate for identity verification?

No, you cannot use a My Number Card without an electronic certificate.

I don't want to disclose My Number. Do you need this information?

My Number is not required to apply for UAS Certification. If you apply in writing and use your My Number card as an identification document, please mask your My Number.

What method do I use to verify my identity?

Verify your identity by authenticating with My Number, authenticating with gBizID, providing the facial photograph on your driver's license or passport, mailing your identity verification documents, etc.

I am unable to successfully verify my identity using eKYC. What should I do?

Pay attention to the following items and take the photograph again.

Is the document shown too large in the frame?

Is the document tilted too much relative to the frame rectangle?

Is there light reflection or blur?

Is there anything other than documents shown in the frame?

I don't have a smartphone. Can I use eKYC?

No. If you do not have a smartphone, you cannot use eKYC.

I don't understand how to use Mynaportal AP.

Payment of fees for UAS Certification application

What is the amount of fees for applying for UAS Certification?

Please check here to see the fee amount for each category of application UAS Certification.

I am unable to pay the fees right now. Can I pay it at a later date?

You can pay within one month after the notification of payment by using an ATM that supports Pay-easy, internet banking that supports Pay-easy, or paying by credit card. After one month has passed, please prepare the amount of fees and re-apply.

What is the deadline for paying the fees?

The deadline for payment of fees is listed in the notification email from the secretariat entitled "Subject: [DIPS2.0] Notice of Request for Payment of Fees Pertaining to UAS Certification." Please check this email for the payment number that is required when paying the fees.

How can I pay the fees?

Payments can be made by credit card, at an ATM that supports Pay-easy, or by internet banking that supports Pay-easy. However, if you selected identity verification by mail, you cannot be by credit card.

Can I use a revenue stamp to pay the fees?

No. Please pay the fees by credit card, at an ATM that supports Pay-easy, or by internet banking that supports Pay-easy.

Is it possible to pay the fees by bank transfer, similar to a tax payment?

No. Please pay the fees by credit card, at an ATM that supports Pay-easy, or by internet banking that supports Pay-easy.

Groups excused from payment of fees

What groups are excused from payment of fees?

Organizations corresponding to any of the following are excused from payment of fees.

Even if you receive a notification email regarding payment, please do not to make the payment.

What is Pay-easy?

Pay-easy is a service that allows you to pay taxes, utility bills, and various other charges from your computer, smartphone, mobile phone, or an ATM without having to wait in line at financial institution counters or convenience store registers. Please refer to the official Pay-easy website for further information.

What ATMs can I use?

Please refer to "Search for financial institutions that accept payments from ATMs" on the "Financial institutions that support Pay-easy" page.

The types of fees that can be paid and the service hours that can be used differ depending on the financial institution. For details, please contact each financial institution.

Are any transaction fees incurred for payment?

No transaction fees are incurred for payment.

Can I pay at a convenience store ATM?

You cannot use the shared ATMs installed in convenience stores. Instead, please use the ATMs of financial institutions. You can also use the ATMs of financial institutions installed in convenience stores (e.g. Japan Post Bank of Family Mart).

How do I operate the ATM?

Please refer to the official Pay-easy website for the flow of making a Pay-easy payment at an ATM. When paying at an ATM, follow the instructions on the screen and enter your number.

How to pay by internet banking

Please provide information on internet banking that can be used.

Please refer to the official Pay-easy website. The types of fees that can be paid and the service hours that can be used differ depending on the financial institution. For details, please contact each financial institution.

How to pay by credit card

What are the advantages of paying by credit card?

Withdrawal from your bank account will be made at specified intervals (example: once a month), which makes it easier to manage. Also, cash is not required during the procedure.

Are there times when payment cannot be made by credit card?

Payment by credit card may not be available due to maintenance of related systems, etc. Also, payment by credit card will not be available in the event of system failure.

Does the user bear the transaction fees related to credit card payment?

No, the user does not bear the settlement fees.

Do the name of the credit card holder and the name of the person paying by credit card have to be the same?

Yes. The credit card cannot be used by anyone other than the person whose name is printed on the card, so it must be the same person.

What kind of credit cards can be used when conducting procedures under a corporate name?

When conducting procedures under a corporate name, you can use a credit card for which the corporate name and card holder name are the same.

What kind of preparations are necessary to pay by credit card?

You need to prepare a credit card that can be used for the procedures.

What credit cards can be used?

The following credit cards can be used:

Mastercard, VISA, JCB, American Express

Can I use multiple credit cards?

Multiple credit cards cannot be used in procedures for a single payment.

Is it possible to confirm the details of payment procedures for credit card payments at a later date?

Once the payment is completed, the applicant will receive an email entitled "Notice of payment completion (credit card payment)."

When will my credit card payment be billed?

Payment of credit card usage fees is based on the membership agreement of the credit card company. The billing date, etc., vary depending on the credit card company. Please confirm the billing date, etc., on the usage statement issued by the credit card company, or contact the credit card company at the contact information listed on the back of the card.

When is the payment date for payment by credit card?

If you pay the fees by credit card, the payment date will be the day on which the credit card transaction was performed.

Will points be awarded to my credit card?

Points are based on the membership agreement of the credit card company. Please contact the credit card company at the contact information listed on the back of the card.

Can I choose the number of installment payments for credit card charges?

No. The payment is a single payment. Payment in installments cannot be selected.

What is a security code?

The security code is the last 3 digits of the number printed on the back of the card. For American Express, it is the 4 digits of the number printed on the front of the card. If you do not know the security code, please contact the credit card company at the contact information listed on the back of the card.

After having paid by credit card one time, do I have to use credit card payment for all procedures?

You can select the payment method for each procedure.

When paying by credit card, the error code "RM01" was displayed and I could not complete the payment normally.

The error code "RM01" is displayed when the credit card you used is invalid or exceeds the credit limit. Please use another valid credit card or contact the credit card company at the contact information listed on the back of the card.
